Cultural norms evolve and adapt. Without people pushing the boundaries they will never change. Good examples of this are the civil rights movement and LGBT rights movements. Similarly the woman walking topless through the street may seem strange now but with time this kind of thing may result in a shifting of what is considered the cultural norm.
