I hereby submit my policy paper regarding urban povery in Uganda. As you all realise poverty in Kampala has become a reality at the doorstep of our families. Uganda is a great nation and once we bring our energy together ,we can always build a nation that every one will be proud of.
Based on this i have a simple but effective policy paper that will help us reduce urban poverty once and for all. I have zeroed down on private sector promotion asa major model for urban povery reduction . In the policy paper ,relactancances from government and lack of funds as a major limitation to private sector promotion. More still, recommendation on how to tackle this challenge so as to get the full potential of this great city
Executive Summary
Poverty is a complex multidimensional problem with origins in both the national and international damains .The long-term objective of enabling all.people to achieve sustainable livelihoods should provide an intergrating factor that allows policies to address issues of development , sustainable resource management and poverty eradication simultaneously.
According to international reports by the World Bank and UNDP poverty causes basically three kinds of deprivation which are; Social capability deprivation, Political capability deprivation and Psychological capability depriviation which leads to inadequacy of people's sense of their own potential ,rendering critical thought, difficult and lack of self confidence. Cairo as an urban area is faced with a challenge of urban poverty which continues to affect the welfare of its inhabitants.
Urban poverty has diverse effects on business especially when it creates a bad operating environment for the private sector that compliments government in relation to the people's welfare.
There are many alternatives to reducing urban poverty but the most appropriate alternative would be private sector promotion because the private sector leads to sustainable economic growth. This would be implemented through strengthening the private sector foundation and improving on government regulatory policies like taxes which should not hinder but enhance progress in a neo liberal system
The evaluation of the policy of the promotion of the private sector will be largely dependant on efficiency evaluation which focuses on the impact of the policy on the economy with emphasis to its cost. As regards evaluation, i have adapted efficiency evaluation which will help in the measurement of the effect of the policy on the reduction of urban Poverty in Kampala.
