Philippines has had terrorism problem in the Mindanao(southern Philippines) for a very long time. These Islamic radicals groups have pledge their allegiance to ISIS. After the Manchester incident they decided to stage their own attack killing 3 soldiers and numerous civilians. This all happened while Duterte is in Russia. Duterte had to institute martial law in Mindanao and mainstream press is trying to pass the narrative that he is an out of control dictator. This doesn't even surprise me.
