US Congress passes an act that allows Jewish organization to unrightly seize property.

Hello dear reader! Now that I have cached your attention, then I will have to admit, the title is not a click bait. No! Please don't call the Mosad! At least not before you read what I have to say.

A couple of days ago United States Senate passed the  “Justice for Uncompensated Survivors Today (JUST) Act of 2017”  it's text you may find here: https://www.congress.gov/bill/115th-congress/senate-bill/447/text

Now, dear reader, you may ask what is so wrong with that? Well, there is a one small section of this act that goes against the rules of the Latin Civilization, on which Europe and US were build.

The section is cited here:
" (3) in the case of heirless property, the provision of property or  compensation to assist needy Holocaust survivors, to support Holocaust  education, and for other purposes; "

You may ask what is wrong with it, supporting Holocaust survivors is a just case! But of course it is! But I will, dear reader, point out that this section mentions only heiress property. Yes, a case where the property owners dies without rightful heir. In my, and I presume yours as well, civilization such property becomes the property of the country that the owner was citizen of. Inheritance works this way in most of the countries in the world, including US. Then I have to ask, why do the US Senate pass an act that uses a succession rule that is not used in United States?

The second thing that is troubling me is that the property may be used "for other purposes". Could somebody please explain me what those "other purposes" may be, and where it is stated that it cannot be e.g. building a death star?

And the third thing that I do find my self wondering about is who will decide to whom those properties will go to? I do guess that it will be a "Jewish organization", which means no more that the United States Senate does support (unanimously!) a tribal succession law, that means a law there the property is to be seen as tribal property and not private property, on which both the Latin Civilization and USA are build.
