Like I've said before elsewhere, law enforcement has an inverted incentive structure that encourages increasing lawlessness to justify its continuing existence. By lawlessness, I mean passing laws to criminalize more behavior. It functions this way practically by design.
Then there's the whole monopoly on the use of force. Even assuming that it wasn't the only game in town, the way its structure currently lends itself to corruption and abuse.

...I have had an idea for how to create a change in our police/policy enforcement today, and even though I am a firm believer in a complete Volunteerism society - it seems we are doomed to suffer through government rule.
what if we started to commission our youth from jr. high and up to fill the role as peace keeper..?
...considerable signs would be youth with clear ability to have empathy when it's called for and the willingness to use diplomacy and common sense over force and revenue generation... ...the military uses this method with great success... ...only they look for just the opposite as to what we need.
