The blue hour happens twice a day, once before sunrise and after sunset. It's when the sky is a deep blue color. Although, it usually doesn't last an hour. This is how I captured this image during the blue hour.
- Use a tripod for the long exposure (make sure if you have image stabilization on your lens to turn it off)
- I like to use a small aperture, such as f/22 to create starbursts with lights in the scene.
- Keep you ISO low
- Set white balance to tungsten.
