The streets are designed with high curbs and huge sewers underneath to direct the flow to the bay. So the roads fill with rushing water during bad storms but it doesn't stay put, it all just runs downhill into the bay. During a bad storm the bay will change to a tanish color from the runoff.

On the other side of the mountain however where some expats live is a flood plain and regularly ends up with lots of water from big hurricanes.
