Ermm.. isn't Milky way seen everywhere and just changing position? :)

As for setting hell knows long time ago, but should be on most open F/2.8 and some 25-30secs, since if longer for 14mm even will start trails. And then ISO is depends on first two, but around 5000 I guess or bit less

well, it is about how well you can see it in different corners of the world e.g. in Western Australia, Death Valley, etc. you get a totally different view of Milky Way due to light pollution, weather conditions, your position etc.
