It's PA - perhaps trying to emulate CA in its neo-Nazi liberalism with all government and no civil rights. They will be knocking on doors and checking the vaccination status of the pets in the house. And of course it's not just for fun - if your pets are unvaccinated, you will be fined.
Targetting animals is usually a prelude to the more extensive phase of targetting people. With animals, they test folks; if found compliant, they move on to enforce the next stage of slavery. And we know what that means.
