You don't need bitshares account! It is probably about crowdfunding/sharedropping, peerplays was sharedropped to bitshares holders last year, now creating bitshares doesn't give you peerplays token. Accounts that held bitshares last year now automatically have peerplays account and balance. You can create new account through Peerplays wallet app and top up your balance later through exchanges if you haven't participated on ICO.
