Well there is at least 1 free vote, however as voting is 'attached' to Steem it will use Steem VP.
I see people are delegating out their PAL to another account, and so they more options.
There are mod accounts (like @nopal4u) that has no SP, but a chunk of vested PAL and so they would be ideal candidates to manage bad behaviour.
I'm hoping (like with the new dtube) that it will be possible on palnet to choose to use PAL vp or Steem VP, or both at some point.
Don;t worry about it too much, we have an account with 100k on it, (and if I get my way, MUCH more) that will take care of things like this. ONLY flag if you feel you have to and want to risk a flag war.
