as organized agents, States can provide better responses in some situations; provided they havn't been subverted or corrupted...a big assumption

- enough boots on the ground
- coordination
- intelligence gathering/analyzing
- experience helps
however, organizations other than states can structure themselves for the same goals
the more serious the situation the more incapable they seem to be.
gonna be true for any human institution; this is lessened by experience...Las Vegas, Orlando etc will have better respones next time, but we hope there is no next time
