To get a delegation you simply need to find someone to rent it from. @minnowbooster and @blocktrades (http://blocktrades.us) are two users that I know of, but there are also many more! But a word of warning; @grumpycat seem to want to target delegation buyers for his next wave of downvotes, so keep that in mind when you are renting.
