It makes sense to use PALNet's distribution because it was a very well done airdrop. Why start from square one when you piggyback off another project and let them do the work for you?

For the most part yes. I did notice one large steem stakeholder 'merging' his drops from 8+ accounts into one place to the tune of about 7k.
