From your comment it seems that you are right on the verge of realizing that Trump really doesn't matter in the current equation.
The campaign rhetoric, "drain the swamp, America first, no business in Syria" etc. have made absolutely zero difference in policy, and business continues "as usual" . .
For those who have watched closely through successive administrations, starting with Bush Sr. where the present course was really set (Bush Sr. was a former CIA director) through Clinton, (9/11) Bush JR, Obama and now Trump, the trajectory of US foreign policy has not wavered.
The deep state has the controls of what really runs the day to day business, and sheer momentum of the Military Industrial Complex (contracts and lobby) the Israeli lobby, Intelligence community agenda, Pentagon, Wall Street, good god I could go on and on . .
But you get the point, in areas of US policy where components of the deep state have managed to find common ground, the president doesn't stand a chance of changing it . .
