"nuisance" is a legal term, the term is "attractive nuisance" which is anything you could put on your property that people might want to come on your property to use. A classic example is a swimming pool, if you have a pool without a fence then random people could go swimming and cause a rukas and/or drown, then it is the property owners fault for having an attractive nuisance on their property, so cities pass ordinances requiring fences around pools and that sort of thing, because a civil judgement can't really bring a drowned kid back and it costs the city money to have the police evict teenagers from your pool so it's good to be proactive in addressing attractive nuisances through municipal ordinances.
These may seem harmless enough but that is only until someone twists an ankle or puts some porn in there or decides to have an impromptu book burning. An attractive nuisance in the front yard of your house brings everyone's property values down.
It appears that many Americans are becoming obsessed with calling the cops on their fellow citizens for non-crimes.
Either that or the media loves these stories and so it seems like there are more because local stories are suddenly getting national press. Note how the ones they choose to make national always have an implied racial aspect, the so called "permit patties" are all white women right?
Part of the medias efforts to foment racial division, don't fall for it.
