This is way overdue and obvious from the very beginning. Nevertheless this is an important ruling as well. Does the NSA collect "any type of data at all on millions or hundreds of millions of Americans?" "No...not wittingly."
In a just world, this would lead to former NSA spy chief James Clapper facing prison time for perjory to the US congress.

Clapper wittingly lied to congress as Snowden's leaks demonstrated the extent of the NSA's warrantless electronic program on the US public. Lock this guy up or send him off to live in exile in Siberia for a decade or so.
