He's not careful with language, he's not careful about anything.
I agree that he might do it intuitively and without premeditation, but this language is a tool for him. Once you stop seeing immigrants and refugees as human beings you accept they can be treated in inhumane ways. We see this in Europe a lot now, during the refugee crisis.
This man is so narrow-minded and so narcissistic, that he doesn't even understand that history will judge him very poorly on this and other scores.
