Proyek PLTA Belum Kantongi Izin Pinjam Kawasan dan Lingkungan/PLTA Project Has Not Pocketed Area and Environment License (IND-ENG)

Rencana pembangunan proyek Pembangkit Listrik Tenaga Air (PLTA) Tampur yang berlokasi di Kawasan Ekosistem Leuser diduga berpotensi menggeserkan tempat mata pencarian warga yang bermukim di kawasan tersebut.Direktur Wahana Lingkungan Hidup (WALHI) Aceh Muhammad Nur mengatakan, perusahaan tersebut secara dokumen sudah mengantongi Analisi Dampak Lingkungan (Amdal) sekitar awal tahun 2016, namun belum mengantongi izin usaha, izin lingkungan dan izin pinjam kawasan.

Tapi yang ada dalam Amdal hanya Tampur l yang kawasannya meliputi Aceh Timur, Gayo Lues, Kota Langsa, dan Aceh Tamiang, semua lokasi yang hendak dibangun PLTA tersebut masuk kedalam Kawasan Hutan Lindung dan Kawasan Ekosistem Leuser," kata Muhammad Nur kepada AJNN, Minggu (28/1).

Ia mengatakan hasil investigasi di lapangan apabila Kawasan Hutan Lindung dan aliran sungai yang masuk dalam kawasan PLTA Tampuh-1 beralih fungsi, sehingga mengakibatkan potensi kekeringan di kawasan hilir daerah aliran Sungai Tampur, dan beberapa daerah yang termasuk dalam kawasan hilir tersebut, seperti Desa Lesten, daerah tugu selaku calon lokasi relokasi Desa Lesten, dan beberapa desa di Kecamatan Pining lainnya, hingga ke Kota Blangkejeren."PT Kamirzu juga berencana untuk membangun dan meningkatkan jalan akses ke lokasi proyek dari Simpang Melidi-DAM sepanjang 13,95 Km, jalan akses Simpang Melidi - Babo sepanjang 27, 14 Km, jalan Babo-Pulau Tiga sepanjang 11,08 Km serta jalan Pulau Tiga-Simpang Semadam sepanjang 15,97 Km," kata M Nur.

Dan hal itu tentu dapat bergesernya tempat mata pencaharian warga, maupun hilangnya tempat mata pencaharian, serta sejumlah satwa yang dilindungi yang ada di Kawasan Ekosistem Leuser juga akan terancam habitatnya," ungkap Muhammad Nur.
