This depends on your own taste actually and what you consider romantic. Some people find the canals of Venice or Amserdam super sexy whereas others prefer to walk hand in hand on the Barcelona beach.

Paris is considered the romantic city, however I am not sure if I agree with that due to pricey food and rude people.
