OK let me give an instance, we tags like adventure, health, introduction, photography, steemit,etc.So my questions is Can one choose a new tag and add it to the existing tags?
It is possible to edit a post and add tags up to 5 tags. If you had 4 tags, you can edit and add an extra tag. If the post has 5 tags already, you can delete one and add a new one. You can never edit the first tag as it is considered to be the "topic" of the post.
You can always create new tags. You can use any word as a tag in your posts.

I guess the question you are trying to ask is that can someone create their own customized tags and make
steemit add it to the list of tags available on
steemit.com/@tags which is the platform created for users to see the list of tags available on steemit,well if
you want your tags to be listed then it means you need to ensure that there are alot of quality contents using
your tags when posting on steemit,you need quality contents to use your tags because the more visibility a
content gets then the more popularity the tag will have,and when your tag start becoming popular then it
has a higher chance of making it to steemit.com/@tags....so that is why you need to focus
first on good quality contents because it is those contents that will bring visibility and even make your tag
to become popular and also your tag should be something unique and attractive enough to gain the attention of users on steemit....
