Punishment can be anything that deters one from acting against the laid down rules of a community. Downvotes is one, especially from musing.
We can not simply ignore bad actors. They can deter potential users. So we cannot just focus on the positives alone. Bad things happen because good people do nothing. I quitted zwearl (or whatever they call themselves) because of the kind of questions flooding the platform.
You have misunderstood the question. I have never suggested in any way that even Steemit going under would result in the network being shut down. What I have assumed, quite correctly, is that development by Steemit Inc done on the blockchain has been severely curtailed with the shelving of SMTs that were supposed to be rolled out in March 2019.
No, it does. For new content discovery, you can check the trending/new question/answer page. As far as I'm considered we just have a handful of persons who add value to this platform. The rest run multiple accounts to earn more from the system by flooding it with irrelevant questions or answers. Having to a homepage where you get to view questions/answers of people you follow will be an added benefit to the platform.
I think what's more terrible is going through a number of annoying and losing your interest in the platform. The only thing making people go the extra mile is musing upvote. I think curiouscat uses this kind of algorithm and it works--it worked for them

As a person who once was "addicted" to browsing "Fresh" page on a meme image board 9GAG, I must tell you, after a while you don't notice all the terrible horseshit content, you just scoop the creme de la creme of it. And then you give it a !rabbit, I mean, up-vote.
Sorry, i will correct the term. I should have said plankton.
I am echoing the complaints of many friends i have here who have put it in those terms.
I have not had the time to confirm on an individual basis how much they can actually post or comment with the 15 SP they have (most of them have not paid the platform that delegation, so they are still working with what the platform lends them at entrance).
I will contact them and ask them to contact you directly so that the issue can be sorted out.
Thanks for your comment. I want to clarify, I am not arguing or emphasizing the negative of HF20. I am echoing a question many of my friends have posed. This is suposed to be the idea of asking questions and having people answering them. I don't the defensive reaction.
I, personally, am doing ok in the platform; still learning, exploring, interacting. I am posing a legitimate concern from a group of users who do not speak english and may or may not have access to certain information that may help them grow in the platform.
One of them, has just texted me (becasue I asked them to confirm and specify the number of post/votes/comments they are able to do). He says he can make 3 or 4 comments a day. SO, again, that's what they are telling me. I am not making this up just for the sake of badmouthing HF20. They may ignore something you know.
Thanks to @bitcast

I was going to add this to my previous comment, but did not find a way to do it.
About your strong words: "just putting your thought as if it is your concrete claim and pretending to be victim aftermath of HF20 implementation"
I am not pretending to be a victim of HF20. I was ok and am ok with HF20. I can post and comment all I want
