The leaders, since they have control over the followers. Even in a democratic society, the leader can easily set a good example for the followers by picking up some trash while he's in public, or encouraging creating jobs for people to pick up and clean the trash in the streets. At the end of the day, followers rarely do things themselves without being told to and encouraged to, while the leader can just pick up some trash and many other people would join.
