I don't thing you can do that without stepping on people personal individual freedoms.
And I don't know if giving up your freedom of thought and speech it's worth all the perceived benefits of submitting.
Don't get me wrong, sometimes to give up one freedom is to gain two freedoms.
I'm just saying, some freedoms are more important than other.
