Yes, you are right. It is only a video site where you get paid in TUBE coin for watching or when people look at your uploaded videos. I was only answering that question you had and this does not concern the original question about the whole Steem ecosystem at all.
There was Viuly.io some time ago, but it doesn't seem to be available anymore. So no, I don't know any other video sites on the blockchain.
There is of course dlive.tv, but that seems to be for streaming only.

Never heard about Viuly, but been in Dlive until they abandoned the Steem family.
But that leave us with only two crypto alternatives to Youtube, Steem has lot to gain thanks to the amazing dapps that are coming and will come.
