A country can try to ban cryptocurrency because a country has sovereignty over its own borders. Trying to ban cryptocurrency "completely" might be hard or impossible though. To be effective law relies on the majority of the population to voluntarily obey. Just like alcohol prohibition in the U.S. if a law is considered unpopular there will always be at least some people trying to get around the law, defy the law or engaging in civil disobedience.
