I don't know what a collar motcha is, but this looks to me like it's an artichoke that has bloomed. An artichoke is popular to eat, and I don't think most people who eat them realizing they are eating a big flower that hasen't yet bloomed! If this isn't an artichoke, then I wouldn't be surprised if it's a relative. And edible!
