He's saying the USD will play out, to the USD worth about $0.06 . In other words inflation will rise, to +$0.94 . For example, no more dollar menus at your fast-food restaurants because the USD ($1) will no longer exist! The USD will actually start counting at +$0.94 . The actual inflation target is about $0.006 meaning, the USD value / worth will be about -$0.006 pushing, the inflation target to about $2.83. This means, the USD ($1) will start counting at $2.83.

Here's what it will look like. All cash registers will open at $2.83 before registering any items and before taxes. Then add $2.83, to the price per item.
