The mention of Bavaria as a source of trouble reminds me of the rise of the Nazi Party in Germany. Although conceived in Northern Germany, it rose to prominence in Munich, and later hijacked the existing Prussian system to the point where items like "Prussian virtues" are sometimes now considered Nazi ideas.
