As long as privacy is concerned Monero is serving the best. But what most people are concerned about is happening of any illegal activities. But cash is the most unregulated form of money in the world so, it is upon the laws and individual how it functions.

Who is concerned most about "illegal activities" are covernments. And banksters.
These two groups are most mad, when they see someone is becoming a better criminals than they are. It's competition, after all.
IMHO it also much depends on your own point of view. And in which side of baricades you feel yourself.
who decides what activities is illegal, think about that for a moment.
