The accounts reputation is low due to flags from the Founders disagreeing with its position or simply because the Founders of Steemit act irrationally and childish in many instances without having all of the facts. I myself have experienced flags from the Founders early on for simply doing some #grassroots marketing for Steemit, which they openly promote these days.
