It's pretty simple. First someone, as me, invite you for the whitelist. After that, five people which are in the whitelist are choosen for vote if you have a good content and don't go against the Terms of Services. After that, some admin in Minnow Booster approve you and done.
It's matter of time to be really whitelisted. ;)
