Men have extra anatomy, so it makes sense for them to sit with their legs open some, but how wide open? Most men cant spread their legs wide enough to cover a full seat, but I wouldnt doubt there are determined creepers who try just so they can rube against you. When im on public transport, I expect to be close to other ppl or even touched. Its public transportation!
If I got pissed about every person that does something irritating, i'd be pissed off constantly, and not happy.
I hope we dont devolve into a society that constantly monitors us for reasons to complain. A hyper judgmental police state that arrest ppl for slight reasons that adult behavior should be able to handle, but we are. Its already a legal issue.
