Core logic is and will continue to be deployed on ETH (unless the community decides otherwise). It has always been a long term goal to provide the dai to every blockchain where a two way peg can securely be implemented (which includes ETC, RSK, EXP and other EVM chains). Another important goal is to enable assets from other blockchains, such as ETC, to be used as dai collateral.
