One fatal assumption here is that if people had no fear, they would only do good things. If fear was removed from the equation, how many people would do bad things ? Another negative aspect of listing goals is that if people dont achieve them, it gives them a sense of self loathing and can trash self esteem, hence I always suggest people work on realistic achievable short term goals at first then move on to another thus building their confidence and self belief. Rome wasnt built in a day, and neither are dreams. As long as you take the first step !! :-)

Wow! What a great thought! I never thought about what bad things people would do without fear. That's really a great point... scary to think about in the perspective.
