Thanks for posting your plan.

Part one calls for duplicating a program that already exists for the purpose of putting the national leadership's "focus back on" other people's jobs.

The LNC's job is to put on a biennial convention, publish a newsletter/web site, and support a quadrennial presidential campaign. Supporting lower level candidates is the job of state affiliates and their county and local chapters. The only real exception to that might be the LNC acting as a wealth redistribution program from states with easy/cheap ballot access to states with expensive/difficult ballot access.

Part two calls for the LNC to serve as some kind of behavioral scold which withholds "material support" from people who say things Joshua Smith thinks they shouldn't say. But the LNC is required by the bylaws to support the presidential campaign as long as it operates within state parameters. That requirement can't be changed by electing a new chair. As for candidates other than president and vice-president, choosing them and critiquing their behavior is the job of the party organization at the relevant level.

Part three is about fundraising and makes sense, except that who is going to want to donate to an organization that concentrates on part 1 and part 2 instead of doing its ACTUAL job?

Part 4 is interesting. Nothing wrong with better marketing, either internally or externally. It would presumably take a bylaws change to expand the LNC to include an official "Young Libertarians" rep, even a non-voting one. But of course that could be unofficial.

Part 3 and 4 would be much better if you evinced an understanding of what the LNC's actual job is. Have you considered, oh, I don't know, maybe serving a term or two on it before seeking the job of running its meetings?
