Honestly, educating the voters seems to be the best bet. These initiatives come in waves and we've finally passed one but usually it either requires mass amounts of money or educated voters. Also, don't be so quick, the black market is much better imo. Price and quality wise :p Legalization is more for taxes & profits and decriminalization os more for the people, so IMO push for decriminalization...
