I agree that the boundaries between 2.0 and 3.0 are still blurred and unclear, but as we evolve, or move into the mainstream, it will become clearer over time.
There is indeed no CEO, there is no structure, everything is decentralized and the individual is free but takes full responsibility for his actions, which also means blame and, of course, success.
