I agree that it is dangerous but that is exactly why the company says that if there is any harm to someone or to some property the person is responsible for reimbursing the damage. Also you need to comply with these rules if you want to use this mode of transport. If it is already provided for by private regulations, there is no need to have regulations like these that they want to approve it.
