I lived in Canada / Toronto for 18 months, seems like Toronto is on a higher standard? correct me if I am wrong, as I haven't seen anything like this during my 18 months there. With all the health benefits and standards of living in Canada how can someone reach this level? I would assume it is factors regarding drug addiction, but probably nothing financial.
