Some of the Lions clubs do speaking contests for school children. The Royal Canadian Legion does annual public speaking contests which take the kids right from the school level competition right up to the provincial level.

In fact I'll be doing registration for the Zone (next level up from the branch) on Saturday and will be judging for the District in April. It's amazing the topics the kids choose and how well some of them do. So, they must be learning it some where.
