I read once about an IQ test that asked a question something like "How many feet are in a city block". Some one like me who has never lived in a city would have no idea what he answer is, but for someone who lives in a city this would be "common sense". So I think you are spot on. What can be considered common sense is determined by the place you live and the community you interact with.
