Good question! Not because I think there is anything productive in pointing fingers and assigning blame, but because once more clarity is gained, perhaps something can be done about this problem of moral decadence.
In my opinion, I think the postmodern culture of moral relativism is to be blamed for moral decadence in society as a whole. It may sound very attractive at first - the claim that there is no absolute truth, and so what's true for me may not be true for you and vice versa. In this postmodern culture of moral relativism, objective truth becomes entirely subjective.
Obviously this has serious implications. If there is no absolute truth, then there is no absolute moral standard that everyone can be held to. In that case, what makes murder and theft and adultery inherently wrong in themselves (excepting the prevailing societal norm that it ought not to be done)? If the norms shift and people's opinions change on the matter, murder and theft and adultery cannot be conceived as immoral acts.
Morality, which is intrinsically tied to objective absolute truth, then becomes quicksand, and society degenerates into a cesspool of immorality.
