I think you are confused. If you comment on someone's post you UPVOTE it. Otherwise you are spamming, and we don't like spam on steemit. If you demand an upvote in return for your upvote, guess what? Spam. You will find yourself flagged to a negative reputation if you continue this practice. Instead, leave a thoughtful comment with a vote. Do this enough and people will come to your blog, that's how it works here.
