This is absolutely crazy, right? I lived in Brooklyn for two years. Its good that tenants have such strong rights, I think - because they have a big disadvantage. If they get kicked out, they are screwed.

Do you think there is a better way? Should they reduce tenant rights somehow?

We have no idea at this point. This stranger has been terrorizing her and yet the police can't/won't do anything about it. Dealing with squatter problems must be clusterf*ck for the legal system here.

I don't understand how if you fail to pay several months' rent you are still considered a "tenant"....
