In countries where the law system already recognizes all people as the same, with equal rights, etc etc, what's the purpose of advocate groups for sexes, races etc?

I would understand such a political move in countries where the legal framework is different, but in states where equality is recognized by law it seems like there is no reason for it. It's a remnant (?).
