Tender: EVM Blockchain Developer / Development Team
Office of the President 23 Dec 2025
Liberland is seeking an experienced EVM blockchain developer or development team to participate in the design and implementation of a foundational blockchain system intended to support state-level services. This project represents the first blockchain architecture built specifically to operate core public and institutional functions within a sovereign libertarian jurisdiction. The selected developer(s) will contribute to infrastructure that underpins governance, registries, and public systems in what is widely regarded as the world’s most freedom-oriented country.
Scope of Work
The contractor will be expected to:
- Design, develop, and deploy EVM-compatible smart contracts and supporting infrastructure
- Contribute to blockchain architecture suitable for long-term institutional and public use
- Ensure security, auditability, and maintainability of smart contract code
- Collaborate with legal, governance, and systems teams to translate institutional requirements into on-chain logic
- Provide documentation and knowledge transfer where appropriate
- The project is expected to evolve over time and may include iterative development phases.
Required Qualifications
- Demonstrated experience developing on EVM-compatible blockchains (e.g. Ethereum, EVM sidechains, or L2s)
- Proven ability to write secure, production-grade smart contracts
- Understanding of blockchain security principles and common attack vectors
- Professional reliability, clear communication, and the ability to work with non-technical stakeholders
Preferred Qualifications
- Prior experience delivering blockchain systems beyond prototypes
- Operation as an established company or studio (though individual developers are welcome to apply)
- Familiarity with Substrate and/or Rust is an advantage, but not required
- Experience working on systems with regulatory, governance, or institutional implications
Philosophical Alignment
Alignment with libertarian or freedom-oriented ideas is not required. However, applicants who appreciate the broader mission of individual liberty, limited government, and voluntary systems may find the work especially meaningful.
Engagement Structure
Flexible engagement model (project-based or longer-term collaboration)
Competitive compensation, commensurate with experience and scope
Opportunity to contribute to a historically novel state-level blockchain deployment
Submission Requirements
Interested parties should submit:
A brief introduction of the developer or team
Relevant experience and portfolio (code repositories, prior projects, or references)
Description of technical approach or architectural perspective (high-level is sufficient)
Company details, if applicable
Confidentiality
Further technical and institutional details will be shared with shortlisted candidates under appropriate confidentiality arrangements.
Liberland reserves the right to accept or reject any submission and to engage in follow-up discussions prior to final selection.
