During the subsequent hearing, President Yoon also stated that the claims about establishing an emergency legislative body to replace the National Assembly or ordering the removal of lawmakers during the martial law period were not true. When asked by a judge if he had given a note to then-Minister of Strategy and Finance Choi Sang-mok to allocate a budget for the national emergency legislative body, President Yoon replied, "I never did," adding, "I later saw through the media that the memo came out long after the martial law was lifted." He continued, "The only person who could have made this (note) is former Defense Minister Kim Yong-hyun, but I couldn't confirm it because he was in custody at the time." When Acting President Moon asked, "Did you ever order the removal of lawmakers to prevent the resolution to lift martial law?" President Yoon replied, "No."

Cha Ki-hwan, a lawyer from President Yoon's defense team, said, "Proclamation No. 1 was drafted by Minister Kim Yong-hyun to meet the formal requirements, and the respondent (President Yoon) reviewed and revised it," adding, "To put it simply, Proclamation No. 1 was intended to prohibit illegal actions by the National Assembly, not to dissolve the National Assembly or prohibit normal parliamentary activities." Regarding the reason for deploying the military to the National Assembly, he said, "It was to inform the public of the ruinous behavior and to prepare for a situation where citizens might gather," and dismissed the suspicion of ordering the arrest of politicians and legal professionals, saying, "The respondent never ordered the arrest or detention of legal professionals at the time of the martial law declaration."

He consistently makes excuses to demean himself,
and if that doesn't work, he blames others unconditionally.

Martial law was intended to warn the Democratic Party and check the Election Commission,
all illegal orders were given by Kim Yong-hyun,
and the martial law proclamation did not mean that.
