If all the requirements have not been met it is better to postpone to:
- wait for participants who meet all the requirements
- or change the requirements if there are no participants because in this case some people may not have participated in the initiative because they did not meet the requirements and in that case they should also have the opportunity to participate.

I am not supporting that idea. The requirements were clear and are what they are for a good reason.
We can do another one and select new candidates who meet the requirements.

In this case, however, previous activity within Leofinance should be an important requirement otherwise the computer could go to those who will not publish on Leofinance.
