I think a solution to detect people adding a load of the top 50 witnesses in a short time is a bit a priority because once those vote are there they are there.

We plan to encourage users to set us (or provide a list of potential proxies) as proxy instead of voting randomly. This would be even easier for them and the proxy would make a better use of their voice.
This would be a first step.
